Do I Need a Commercial Invoice to Ship Internationally?

In most cases, yes. If you are shipping goods or products internationally, a Commercial Invoice is one of the primary customs documents required to clear the shipment.

The main exception is generally a shipment containing only documents with no commercial value. UPS

What is a Commercial Invoice used for?

Customs authorities use the Commercial Invoice to understand what is entering the country and to help determine:

  • what goods are being shipped
  • the value of the goods
  • country of origin
  • applicable duties and taxes
  • whether the goods meet applicable import requirements

It is important that the information provided is complete and accurate. FedEx

What information is required?

Depending on the shipment, your customs information may include:

  • detailed product description
  • quantity
  • value
  • country of origin
  • HS Code
  • reason for export
  • shipper and recipient information

Avoid vague descriptions such as gift, parts, merchandise, samples, or accessories without explaining what the actual goods are.

Do gifts and samples still need a Commercial Invoice?

Generally, yes.

A shipment does not become exempt from customs documentation simply because the goods are a gift, sample, return, or not for resale. Non-document shipments still require accurate customs information and may require a Commercial Invoice. FedEx specifically notes that gifts and other non-document shipments require one regardless of value. FedEx

What about document shipments?

Shipments containing only qualifying documents with no commercial value generally do not require a Commercial Invoice.

Examples can include business correspondence, legal documents, or contracts. FedEx

If the envelope contains merchandise or another physical product, it should not be treated as a document shipment simply because it is being shipped in a Courier Pak or envelope.

Do I need to print the Commercial Invoice?

Not always.

Some carriers and destinations support electronic or paperless customs documentation, allowing the Commercial Invoice to be transmitted electronically.

When electronic documentation is not supported, printed copies may need to accompany the shipment. Requirements can vary by carrier and destination. FedEx

Could I need additional customs documents?

Yes.

A Commercial Invoice is the primary customs document for most international product shipments, but additional documents may be required depending on:

  • the goods being shipped
  • shipment value
  • origin and destination countries
  • government agency requirements
  • import or export regulations

Additional requirements can include permits, licences, certificates, export declarations, or other regulatory documentation. FedEx
